Thanks for posting the news, and the question. There are several reasons why the Iranians could be saying this:
1. Israel and/or the US really did have something to do with the bombing, and the Iranians have good reason to believe it. (Possible, but unlikely).
2. It's too early to tell if any outside country had anything to do with the bombing, but given the animosity between the countries, the Iranians are naturally suspicious, and really believe that the Americans and/or Israelis are involved. (I think that this is likely, especially combined with reasons 4, 5, and 6 below).
3. The Iranians are paranoid.
4. It makes for good propaganda against anyone in Iran seeking a rapprochement with he US.
5. It makes good propaganda against anti-government forces in Iran who are receiving aid from the West.
6. It might help to take peoples' eye off the nuclear ball.
7. Other reasons that I haven't thought of.
